William "Bill" Penn was an Austin native, received two degrees from the University of Texas, played on two Texas Golf Teams that won the Southwest Conference Championship, won the Men's City Championship four times, the Firecracker Open, the Harvey Penick Invitational twice, became the Executive Director of the Texas Golf Association, had tremendous wit and storytelling ability as well as a great sense of humor.
